Existing cooperation between the EU, Japan and the US should be strengthened. As one of China`s main trading partners, a united front could potentially lead to real progress and force Beijing to change its trade practices. In January 2019, the U.S. Trade Representative issued negotiating targets for a U.S.-EU trade deal, and last year President Trump threatened to impose a tariff on European car imports, and implementation of that threat was delayed until mid-2020. In 2019, the US and EU have concluded a number of trade agreements, including an agreement to facilitate the export of US beef to the EU. U.S. tariffs on steel and aluminum imports, introduced by the Trump administration in the name of national security, are a major source of friction. Although the removal of metal tariffs is probably a precondition for concluding trade negotiations, the fact that the EU has agreed to start negotiations with the United States while tariffs are still in force has revealed the first shift, not negotiating “with a weapon at the top”. Economic barriers between the EU and the US are relatively low, not only because of long-standing membership of the World Trade Organization (WTO), but also because of recent agreements such as the EU-US Open Skies Agreement and the work of the Transatlantic Economic Council. The economic benefits of a trade agreement were predicted in the joint report of the White House and the European Commission.
